CHDP Electronic Claim Transaction Format Update

The October 19, 2007 updates to the Computer Media Claims (CMC) Billing and Technical Manual did not include changes to the TelePoint Submissions: Medi-Cal CMC, ASC X12 837 v.3041, NCPDP Batch Version 1.1 and Version 4 Flat File (ctm 03) section. This section was updated in addition to the other sections listed below. Please note these changes are for informational purposes only. The CHDP CMC Record Data Specifications in the manual are correct and do not require any modification.

The Child Health and Disability Prevention (CHDP) program's proprietary electronic claim transaction formats will be modified to accommodate use of the National Provider Identifier (NPI) and several new fields that have been added to the CHDP Confidential Screening/Billing Report (PM 160) and Confidential Screening/Billing Report Information Only (PM 160 Information Only) claim forms.

File Format Change on December 17, 2007
Effective December 17, 2007, providers who submit electronic CHDP claims on a PM 160 must use the new NPI-compatible format noted in the revised Computer Media Claims (CMC) Billing and Technical Manual. Providers will no longer be able to use the previous CHDP electronic format for transactions on or after December 17, 2007.

Note: Use of the updated CHDP electronic format prior to December 17, 2007 will result in the rejection of the transaction.

CHDP providers may begin using their NPI or may continue to use their Medi-Cal/CHDP-only (legacy) provider numbers with the new NPI-compatible format even after the NPI implementation date of December 17, 2007. The Department of Health Care Services (DHCS) will inform all providers when NPI use is mandatory.

The following sections of the CMC Billing and Technical Manual have been revised to indicate changes to the existing record layouts and data specifications for submitting the updated CHDP proprietary electronic claim transactions:

  • Submitter Control Record Data Specifications — All Claim Types (ctm 11)
  • Provider Control Record Data Specifications — All Claim Types (ctm 12)
  • Claim Type 11 (CHDP) Claim Record Data Specifications (ctm 23)
  • Claim Type 11 (CHDP) Remarks Record Data Specifications (ctm 24)
