Outreach and Education services include Provider Field Representatives, the Small Provider Billing Assistance and Training Programs all to train and assist providers and billers with submitting their Medi-Cal claims for payment.
Medi-Cal Learning Portal
The Medi-Cal Learning Portal offers Medi-Cal providers and billers self-paced online training about billing basics, policies, procedures, new initiatives and upcoming changes to the Medi-Cal program.
MLP Surveys Are Back
Courses on the MLP previously had surveys at the end of each course to provide feedback to DHCS on the content and presentation of each course. DHCS took the service down in October 2021 to address some necessary changes. As such, survey links have been unavailable in the MLP since October 2021.
However, survey links are available once more in the MLP for users who have completed a course. For most courses, survey completion is not required to receive a certificate of completion, although survey completion is strongly encouraged so that DHCS may improve course offerings in the future.
Audits & Investigations Courseware
Survey completion is required to obtain a certificate for completion of the Audits & Investigations courseware. This survey completion requirement was suspended temporarily in October 2021, but is required once more now that surveys are back online.

Provider Seminars and Webinars
Provider training seminars and webinars offer basic and advanced billing courses for all provider types. Seminars also offer free billing assistance, and providers are encouraged to bring their more complex billing issues to receive individual assistance from a Field Representative. The dates and locations for the provider training seminars and webinars can be found on the events calendar in the Medi-Cal Learning Portal tool and in the News area at medi-cal.ca.gov.
Provider Field Representatives
Receive one-on-one assistance from Provider Field Representatives throughout California. These representatives are available to visit providers at their office to assist with billing needs or provide billing training to office staff. To schedule an on-site visit call the Telephone Service Center at 1-800-541-5555 and request to be contacted by a Provider Field Representative.
Small Provider Billing Assistance
The Small Provider Billing Assistance and Training Program is a one-on-one billing assistance program available to providers who submit fewer than 100 claim lines per month for up to one year at no charge. Medi-Cal Provider Training Workbooks
The Medi-Cal Provider Training Workbooks are available for download. These workbooks are for use at the Medi-Cal provider seminars.
